The California Dream Act of 2011
Assembly Member Gil Cedillo continued the work of his predecessor Firebaugh. Cedillo wrote "The California Dream Act of 2011" as a two bill component to further expand opportunities to eligible AB 540 students. Governor Brown signed both of these bills. The first bill, AB 130, was signed on July 25, 2011. The second bill, AB 131, was signed on October 8, 2011.
AB 130 became an effective law January 1, 2012. This bill allows students who meet AB 540 criteria to apply for and receive private scholarships administered by public colleges and universities. The scholarships are funded through private donors, individual departmental efforts, and alumni contributions.
AB 131 became an effective law January 1, 2013. This provision allows students who meet AB 540 criteria to apply for and receive institutional grants such as UC Grant, State University Grant (SUG), Educational Opportunity Program and Services, and Board of Governors fee waivers. Students can also apply for and receive financial aid, including Cal Grants and Chafee Foster Youth Grants.
In order to be eligible for AB 131, you must complete your Dream Application and send it to the California Student Aid Commission for processing. Before you submit your Dream Application, online or by mail, do not forget to check the worksheet and instructions to avoid any mistakes. Applications will be accepted throughout the semester with a priority deadline before March 2nd of each year.
