California Faculty Association
The Higher Education Employee Relations Act (HEERA) authorized the formation of groups of CSU employees for the purpose of collective bargaining. Unit 3 (faculty) is represented by the California Faculty Association (CFA). The Trustees of the CSU and CFA negotiate an agreement, known as the Collective Bargaining Agreement (CBA) which sets forth wages, hours, and conditions of employment for Unit 3 employees (full and part-time faculty, librarians, athletic coaches, and academic related counselors). Employees are not required to join the union as a condition of employment. Questions regarding the most current version of the CBA and interpretation of its contents may be directed to the office of Faculty

Drug-Free Policy
The unlawful possession, use, distribution, dispensation, or manufacture of illegal drugs in the workplace is strictly prohibited as a matter of campus policy. Federal regulations require that all recipients of and employees on federal grants acknowledge this policy and make a report to the campus if they are convicted of drug violations in the workplace. E-mail Accounts, How to Obtain & I.T.
Help Desk
Microsoft Outlook accounts are established for Faculty and Staff by your department’s Telecom Coordinator. These accounts include access to Email, a Contact manager/address book, a Calendar and Task List.
From your campus desktop you can use Microsoft Outlook (Windows) or Microsoft Entourage (Macintosh) to access your Outlook account. To access your email from home or anywhere with internet access you can log in to the Campus Portal (http://my.fullerton.edu). Once you log in, use the “Email” link at the top of the page.
If you have trouble accessing your email account, contact the campus help desk at X 7777. For training on using Microsoft Outlook or Outlook Web Access, contact Employee Training Development at (714) 278-4178.

Faculty Evaluations
Temporary faculty must be evaluated at least once a year in accordance with University Policy Statement 210.060and the Unit 3 CBA. The division or department chair shall discuss each evaluation with the part-time faculty member. Part-time faculty shall have the same access to their personnel files as full-time faculty.

Inappropriate Faculty-Student Relationships
The importance of individual faculty-student contact is clear, especially when this contact includes the encouragement of the student’s academic development. Occasionally, it is possible that a faculty member’s interests in a student’s well-being might be misunderstood and the faculty member might attract the romantic interest of a student. With regards to students currently in their classes, faculty should avoid acting in a way that a student might interpret as encouraging anything beyond a professional relationship. In the event that any inappropriate student behavior should develop, the faculty member must consult with the department chair or dean immediately. The chair or dean will involve the Dean of Students and the student will receive appropriate counseling and be asked to desist.
Amorous or sexual relationships between faculty or staff and a member of the University community for whom they have teaching, evaluative, advocacy, counseling, advising, or supervisory responsibilities are unacceptable, even if the parties involved view such a relationship as consensual. Keys
All State Keys are issued through University Police. Key request forms must be completed by the requesting department with an "authorized" signature (a Department Chair, Assistant Chair, or Department Head). Requests on Yellow card stock (for desk, cabinet and podium keys and buildings currently on the old key system) will be sent to University Police , logged in, then forwarded to the lock shop to be filled. These key requests will usually be filled within 4 to 8 working days. To check if your keys are ready, call (714) 278-4308. When picking up keys, individuals must present Faculty/Staff identification or picture ID.
Requests for keys to the gates or doors of buildings that are on the new system must be on the Blue card stock. These requests will be completed by the requesting department with an "authorized" signature (Department Chair or their designee) and must be bought in person to University Police by the individual receiving the keys with picture ID and the keys will be immediately issued.
Keys can be picked up at University Police (Temporary Building T-1200) Monday thru Friday between the hours of 8am and 8pm. Unclaimed keys will be returned to lock shop after 30 days.
All keys must be returned to University Police upon separation, and may be recalled at any time. Unauthorized duplication or possession of State keys is prohibited under the California Penal Code Section 469.

Nondiscrimination
The University maintains a commitment to an academic environment that values human dignity and diversity. Consequently, any forms of discrimination or discriminatory harassment are prohibited. Discriminatory behavior includes derogatory and/or disparaging actions, derogatory and/or disparaging actions, derogatory and/or disparaging language, and condemnation or insults based upon race, ethnicity, citizenship, national origin, sex, creed, religion, sexual orientation, gender identity, age, disability, marital status or veteran status of another.
The University’s nondiscrimination policy is contained in UPS 240.000 and addresses the general policies, programmatic responses, and the guidelines for establishing campus procedures for resolving complaints. Parking
All parking permits are issued by Parking and Transportation Services, T-1400, (714) 278-3082.
Faculty represented by bargaining units 1-9 are eligible to purchase Restricted Faculty/Staff (F/S) parking permits. The fee for the Restricted permit is $54.00 per semester (fall or spring) and $36.00 for summer session. Employees with Restricted F/S permits may park on faculty/staff or student surface parking lots (A,C,E, E-West, F, G, H, I and College Park South.
Permits are issued on a daily, semester and annual basis and may be paid via payroll deduction. Transportation Services will assist you in determining what type of permit would best fit your needs based upon your schedule.

Payroll/Salary/Compensation
New temporary faculty and faculty returning after 1 (one) year of separation must first visit Human Resources (College Park, Suite 700) to complete the requisite paperwork and “sign in” process before beginning to teach classes. All temporary faculty must sign an appointment offer, prepared by your department or college prior to the beginning of each semester.
Faculty are compensated according to their current academic rank and placement on the CSU Salary Schedule, Salary schedules are available from the Office of Faculty Affairs and Records (MH-128), website http:\\www.fullerton.edu/far/salary/salary.htm (714) 278-2125.
Faculty are paid once a month, normally at the end of the month, in six equal installments for an academic-year appointment. If all required documentation for new and returning appointments is complete and submitted in time to be fully processed prior to the State Controller’s monthly cut-off date for that month, faculty receive their first paycheck at the end of September for the fall semester or at the end of February for the spring semester. Otherwise, the first paycheck may be issued in late October or late March.
The normal automatic payroll deductions for qualifying part-time faculty/lecturers will include: Federal Income Tax, State Income Tax, membership in Public Employees Retirement System (PERS), or Part Time Seasonal Temporary Retirement Plan , Social Security-Old Age Security and Disability Insurance (OASDI), Medicare, and CFA Agency Fee.
To request for direct deposit, or a change of address, telephone number or withholding status, contact the Payroll Office (CP-320), (714) 278-2521. These changes can also be filed in the Human Resources Office (CP-700).

Separation
Except when entitled, lecturer appointments automatically expire at the end of the period stated and do not establish consideration for subsequent appointments or any further appointments rights. No other notice will be provided.
Except for those entitled, lecturers are separated automatically at the end of their appointment. A completed Property Clearance form is required and must be submitted to Payroll Services prior to the release of the final paycheck (usually referred to as a “pay warrant”). Property Clearance forms may be obtained from your academic department/division, from Payroll, or through the Informed Filler application installed on university computers.
All employees are responsible for returning university property including keys and library materials. The Payroll Office will notify your department/division in mid-December (mid-mid-May for the spring semester) about deadlines for submitting completed Property Clearances forms to Payroll. Following are approximate Property Clearance dates for employees who have completed the term of their contract: (a) Fall only appointment—Property Clearance must be received in the second week of February; (b) Spring only appointment-Property Clearance must be received in the second week of July; ( c ) Academic Year (or Fall and Spring appointment) - Property Clearance must be received in the second week of August.
To ensure that all University properties (i.e., keys, Library books, etc.) have been returned, Payroll is required to cancel a separating employee’s direct deposit if a completed Property Clearance form is not received by the published deadline. Payroll is also required to hold an employee’s final warrant if a Property Clearance form is not received at least four working days prior to his/her last payday.

Sexual Harassment
Sexual harassment is illegal under Title VII of the Civil Rights Act of 1964, Title IX of the Higher Education Amendments of 1972, the California Education Code, section 89535, and CSU Executive Order 927 Systemwide Policy Prohibiting Harassment in Employment and Retaliation for Reporting Harassment or Participating in a Harassment Investigation. The campus sexual harassment policy is contained in UPS 240.100.
With regard to students, and as provided for in UPS 240.200, sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when such conduct has the purpose of effect or interfering with a student’s academic performance, creating an intimidating, hostile, offensive or otherwise adverse learning environment, or adversely affecting any student’s access to campus programs, services and benefits.”

Smoking
To mitigate well-established health risks associated with exposure to secondhand smoke, the California State University Board of Trustees delegated authority to campus presidents to adopt rules regulating smoking on campuses. At California State University,
Fullerton , smoking is prohibited in any:
-Building owned, leased or rented by the University or one of its auxiliaries, whether located on or off campus.
-Outdoor area (for example a patio, balcony, courtyard or atrium) within 20 feet of any building
- Vehicle owned, leased or rented by the University or one of the University's auxiliaries
The State of California prohibits smoking in all public buildings and other enclosed areas of employment. Authority to issue this Policy is based on Title 5, California Code of Regulations, Section 42356; State of California Executive Order W-42-93; State Government Code Section 19994.31; State Labor Code Section 6404.5; and CSU Executive Order 599.
Smoking is permitted beyond 20 feet in outdoor areas unless otherwise posted.
This Policy applies to all University faculty, staff, students and visitors, as well as the areas noted in Section I above.

Temporary/Part-time Faculty Status
Temporary faculty are hired in the lecturer classification. Temporary appointments may be full or part-time and are made on a semester-by-semester academic year basis. These assignments are “non-permanent” academic appointments, as defined in UPS 210.050 and UPS 210.060.
Part-time lecturer appointments do not confer probationary status or tenure; however, candidates may reapply and be re-appointed for consecutive semesters. For additional information, consult UPS 210.060.
Part-time lecturers may be advanced within the salary schedule as provided for in UPS 210.060.
