The laws of California require every student attending California State University to be classified as either a resident or nonresident for tuition purposes. This classification is important because only nonresidents must pay tuition. The rules for determining the residence status of students attending CSU are stated in the Uniform Student Residency Requirements contained in California Education Code sections 68000 - 68084 and 68120 - 68134. California Code of Regulations, Title 5, sections 41901 through 41916 contain the implementing requirements necessary to establish residence for tuition purposes set forth in the Education Code.
"Residence" for purposes of tuition classification is the location with which a person is considered to have the most settled and permanent connection, where that person intends to remain, and to return. As formally defined in the Uniform Student Residence Requirements, residence is "the place where one remains when not called elsewhere for labor or other special or temporary purpose, and to which s/he returns in seasons of repose" (Education Code § 68062(b)). Each person may have only one residence. Residence may be changed only by a combination of physical presence and intention to remain at a new place indefinitely. A former residence is not lost until a new one is gained (Education Code § 68062(c)).

Residence Reclassification for Continuing Students
To change your classification from "nonresident" to "resident," you must first prove that you have been a California resident for at least a year and one day. You must also prove that you have taken steps to fulfill the California residency requirements, as legally defined by California State University.
