CMS HR Labor Cost Distribution Implementation

On July 1, 2007, CSU Fullerton will convert to Labor Cost Distribution (LCD).  LCD will be the primary integration between the HR and Finance systems.  It provides the ability to account for labor costs in CMS HR and sends that information to CMS Finance. 

In order to implement LCD in July 2007, implementation activities such as fit gap, development, and testing have been well under way since August 2006.   LCD will offer various benefits such as:

What interim procedures are in place for the Go Live period?

  • Enhanced reporting of labor costs.   Reporting tools such as the Salary Expenditures and Projections Report and the Labor Expense report will allow for reporting of funding costs at a more detailed level. 
  • Additional rosters to help departments identify employees, positions and related funding information.
  • Enhanced tracking of positions and their related funding sources.  The Position Wizard tool will assist users with identifying CMS position numbers based on department ID, job code and funding sources.

LCD Go Live Transition

As part of the Go Live process there will be a short period of time where the system will be unavailable for update.  During this period you will be able to view balances and information in the system, however, no transactional entry will be allowed or processed.  This period of time is needed to complete the migration of data into the new application and to confirm the new functionality is operating correctly.  A list of the interim procedures that will be in place as the system goes live is available under the  “What is Required of  Me” section.   The timeline for this “view only” period is as follows:

What changes will LCD have on the Distributed modules?

Student Workers

Hire, Re-Hires, Concurrent Appointments

  • A Combo Code will replace the current SCO position number, in identifying funding.
  • To assist with salary expenditure projections, the student worker module has been enhanced for all departments to enter students estimated start and end dates.
  • Departments will be able to store student salary ranges in CMS.  
  • The Task ID on the Rapid Time Entry page will be replaced with Task Profile.

Temp Faculty

Hire, Re-Hires, Concurrent Appointments

  • A Combo Code will replace the current SCO position number, in identifying funding.
  • A ‘Position Wizard’ will be imbedded in the module to assist with position number derivation.

RCQ
(Roster, CWID Search, Query)

Roster

  • An Employee Funding Roster will show Combo Codes for all employees in a given department.
  • A Department Position Roster will show department positions, vacant or not, and budgeted or not, and their related funding.
  • A Funding Department Roster will show a list of employees who are funded by a given department.

BrassRing
(external application)

Requisition

  • The CMS position number will need to be entered into BrassRing, in addition to the SCO position number.
  • A Position Wizard will be made available in CMS to assist with determining the CMS position number.

Self Service

Employee Pay Stubs

  • Beginning in August, employees will be able to view their pay in CMS HR Self Service.

Reports

Reports
Beginning in August, LCD reports will be available to individuals designated by their Divisional Finance Coordinators.

  • Labor Expense – by department or employee – report.  This report allows departments to view funding that has been created by the LCD payment process for a given period.  Departments will be allowed to request adjustments before the final distribution process is run.
  • Salary Expenditures and Projections Report provides expenditure actuals and projections in Human Resources; compared against Budget Information in Finance.

CMS HR Forms

  • A new forms site will be available on CMS HR beginning on July 09, 2007.  This site will house CMS HR related forms and provide links to other sites where other HR related forms or stored.

What is required of me to receive access to the new functionality? And what interim procedures are in place for the go live period?
CMS Training and Support will use the same training and access model provided during the CMS HR 8.0 implementation and the HCM 8.9 upgrade.  All user guides and web tutorials will be modified, as needed, for Labor Cost Distribution, and the Training and Support team will continue to offer classroom instruction and open labs.   Messages will be sent to those currently identified in these roles concerning the training needed to retain CMS access.

Emergency Hires – Students who need to begin work between 07/02 and 07/06, must be processed manually using the Informed Filler Student Authorization Form.
Non-Emergency Hires - Processing will resume on 07/09.

Staff with View Only
Access to employee information (Roster, CWID, Query access)

On-line tutorials will be available beginning 06/19.
Open labs will also be available.

Temp Faculty Processors

An overview of the new functionality is required. 
In-lab Training for Part Time faculty processors will begin 06/26.

Revisions to Spring Semester contracts will need to be completed manually.  Processors will complete the Faculty Action Request (FAR) form which is available on the Faculty Affairs and Records website. The form is to be submitted to FAR (MH-128) after the appropriate approvals are obtained.
Note:  FALL 2008 processing will begin on July 31.

LCD Reports & Rosters

(Employee Funding Roster, Department Position Roster, Locate Position Wizard, Salary and Expenditures Projections Report)
