Urgent Issues in Cyber Security:
Energy Surety for Critical Infrastructure Systems

Our economy, government and society increasingly rely on digital infrastructures and complex systems to function. Computer-based energy surety is the common link in the protection of US critical infrastructures (water, healthcare, transportation, banking, internet and communications, etc.). The CIA has recently disclosed a series of cyber-attacks on foreign utility companies with the goal of causing blackouts to extort energy providers. While vulnerabilities exist in every computer and communication network, steps can be taken to protect the grid system to achieve a resilient energy grid. Building on a case study of a recent zero-day exploitation of industrial control systems, the presenter will propose five strategies toward the design and implementation of cyber incident resistant critical infrastructure systems. The analysis shows the complexity and sophistication of what an attacker can do and achieve while presenting approaches to protect our critical infrastructure systems.
Ron Williamson is a Senior Engineering Fellow with Raytheon Network Centric Systems where he is currently engaged in Model Based Engineering and Systems Architecture Development with Raytheon’s Communication &Transportation Systems. Ron has over 30 years experience in aerospace and commercial systems and software engineering, having held positions at Hughes Aircraft/Electronics, HRL Laboratories and Raytheon. He is a former Technology Area Director for Mission Systems Integration in the areas of Energy Surety, Command and Control Systems, Sensing Systems and Earth Science Systems. He was previously an Adjunct Professor at the University of Maryland, College Park Graduate School. Mr. Williamson earned his BA/MA in Computer Science and Mathematics from UCLA and his Ph.D. in Computer Science from USC.
