What is the Unit 11 Collective Bargaining Agreement (CBA)?
The Unit 11 CBA is a written agreement between The Board of Trustees of the California State University (CSU) and the International Union, United Automobile, Aerospace and Agricultural Implement Workers of America (UAW) AFL-CIO and its Local Union 4123, the official bargaining representative of the Unit 11 bargaining unit. The employee classifications included in the Unit are: Instructional Student Assistants (ISA), Graduate Assistants (GA) and Teaching Associates (TA) employed at each of the CSU's 23 campuses. The current CBA, ratified by the CSU on June 24, 2005, remains in effect for the period June 24, 2005 through September 30, 2008.
How will this affect employees new to Unit 11?
The CBA governs many employment practices, ranging from classification and appointment, to benefits, grievance procedures, personnel files, as well as Union access and Union and Management rights. Therefore, it is important that the CBA provisions are understood and complied with. When in doubt, ask questions.
Where can I get my Unit 11 questions answered?

How do I know whether my position is covered by the Unit 11 CBA?
If you have been classified as either an ISA, GA or TA, your position is covered by the Unit 11 CBA. The minimum qualifications and standards, including typical duties performed by each Unit 11 classification, can be found in the classification section above. Your appointment offer and job description will also indicate your classification. You may also ask your supervisor or FAR for this information.

Hiring Periods
ISAs, GAs and TAs may be hired for one academic term or for multiple terms. Fall Semester begins with the first day of classes in the fall semester. Spring Semester begins the first day of classes in the spring semester. Summer Session begins after the end of the spring semester and ends prior to the first day of classes in the fall semester. Appointment
The written appointment offer must accepted by the Unit 11 employee within 14 days of the date of the offer in order for the employee to be officially appointed to the position. Procedures for Hiring Unit 11 Employees
The CBA requires each campus to create and maintain a central website where all Unit 11 open hire positions may be accessed (Article 1, Page 1). "Open hire" positions are positions available for currently enrolled or admitted students which were not previously committed to a student at the time of admission or under an existing advising relationship with a faculty member(s). The FAR website contains a link entitled "Official Central Job Postings" which links to each department and equivalent unit that hires Unit 11 employees. Please see the Job Postings section of the FAR website for further information regarding open hire positions.
Evaluations
If a Unit 11 employee will be given a performance evaluation, the department or hiring unit must provide the employee with written evaluation criteria, schedule and procedures for employment evaluations within the FIRST 14 days of the appointment period.
Pursuant to Article 22 of the Unit 11 Collective Bargaining Agreement (CBA):
The University must notify the Union of the dates of campus-wide, college-wide and tutoring center orientations of Unit 11 employees at least 10 days before they are scheduled to begin. This notification is required to allow the Union the opportunity to present Union information at the orientations.
No supervisor, manager or University official may be present during the Union 's presentations at these orientations. Typical orientations are those provided by tutoring centers to instructional student assistants. The Union should be given 20 minutes to present Union information at the end of orientations.
Therefore, it is important that your department/unit provide Faculty Affairs & Records with the dates of Unit 11 employee orientations at least 15 days before they commence.
The California State University system will implement changes and increases pursuant to Article 18.8-18.10 of the Unit 11 Collective Bargaining Agreement.
Please be advised of the following salary changes for employees in the Unit 11 classification (TA, GA, ISA).
What is Changing:
It is anticipated that all GSIs will appear in the October 2007 check (i.e. mid-October for ISAs and November 1 for GAs/TAs).

Wage Rate
The salary schedule for CSU employees, including Unit 11 employees, can be accessed at: http://www.calstate.edu/HRAdm/SalarySchedule/Salary.aspx. When viewing the salary schedule, be sure to choose the most recent version. Once the current salary schedule is selected, perform a search for Unit 11 classification codes to determine hourly rates/salary ranges. The relevant classification codes are:
Instructional Student Assistants (1150 - hourly, 1151, on-campus work study hourly)
Graduate Assistants (2325 - monthly, 2355 academic year, or on-campus work study 2326)
Teaching Associate (2354 - academic year, 2353 - 12-month).
Time Sheets and Timekeeping Policies
Both Instructional Student Assistants and Non-Exempt Graduate Assistants are subject to the timekeeping provisions of the Fair Labor Standards Act (FLSA). Information concerning the FLSA requirements can be found at:
Accordingly, Instructional Student Assistants must track hours worked each day and report this time on the official timesheet (accessed on Informed Filler - link to Appointment section). It is important that this information is accurately recorded. Rounding to the nearest hour or estimating hours is not allowed. Since hours cannot be certified unless witnessed, students should only be permitted to work when a supervisor is present. More information about Non-exempt Graduate Assistant time tracking will be provided at a later date.
Exempt Graduate Assistants and Teaching Associates are not subject to FLSA regulations, and therefore, do not track their hours worked.
Instructional Student Assistant paydays are the 15th of each month for hours worked during the previous month. If the 15th falls on a weekend day or a holiday, payday will be the next working day. ISA timesheets are usually due in Payroll near the end of the first week of the month. Please see the Payroll Department website for forms and payroll information.
Graduate Assistants are paid 5 equal payments per semester. Teaching Associates are paid in 6 equal payments per semester.
