Donald Castro opened the meeting at 11AM with a welcome to those in attendance. Attendees introduced themselves to the other participants. Dr Pomerantz from CSUDH announced her retirement and that Dr. Ed Whetmore would be her replacement. Dr. Jerry Pritchard announced his retirement as well and that he will be replaced by Dr. Jenny Zom. We wish them well. Also noted was the fact that Dr. Nixon is no longer at Santa Ana and will now serve as the VPAA at Mt. Sac. Dave Dowell announced that Dr. Polikoff from CSULB is also retiring.

Cal Poly Provost Dr. Tomás Morales welcomed the attendees on behalf of President J. Michael Ortiz. He gave a brief history of the campus and the Collins Center and invited the participants to visit the Arabian Horse Center and the grounds of the campus including the Rose Garden and to also take advantage of the venue for the meeting to visit the Collins Center. There were some questions regarding the history of Cal Poly that were answered except for one regarding the names of the twin Arabian foals born in the 1920s. [Fortunately, we have an answer to this question provided by the noted specialist on Arabian horses, Dr. Juan Lara from UCI. The names of the foals were: Son of California (Calsabiyat) and Daughter of California (Calsabi)]

Approval of Minutes: The minutes for the February 24, 2004 meeting of the Summit at Rio Hondo College were approved without discussion.


Information Items:
1. Web-Site: Dr. Castro informed the group that a Web-site for the Presidential Summit is in process and will be available soon by accessing the CSUF web-site through Office of the President portal. Full information will be sent out shortly on the Summit web-site including the address.

2. Consortium of Southern California Hispanic Serving Institutions: Dr Castro briefed the group on the development of this new regional organization that includes many of the LA Basin Summit members. It currently includes all public and private area HSIs. A similar, but much smaller group exists in the Fresno area and another group is planed for the Bay Area. Contacts for the group have been made through the HSI campuses Presidents’ offices. Castro continued that he will serve as the bridge between the President’s summit and with the HSI consortium to ensure that all of the LA Basin summit campuses are informed.

Old Business:
A. The Transfer Process in a Period of Fiscal Crises: Continuation of discussion from last meeting at Rio Hondo College. It was agreed that campus participants would provide information regarding the articulation of remedial courses and that we discuss the related issue of high school preparation and placement testing. Members shared current summer program enrollment and reflected on possible fall enrollment projections. So many changes have occurred since the first reporting on the transfer process that the whole issue is now moot. Some changes noted were the status of the 7500 plus students denied access to the UC or CSU and told to register at the community colleges and the proposed change in UC admissions. The budget is still up in the air so there is no official decision on the status of outreach funding and its impact on the transfer process. We will need to revisit this once all is cleared once the budget is officially signed.

B. CALPass: Donald Averill from the San Bernardino Community College District agreed to bring materials relative to the San Bernardino experience along with sample data summaries; unfortunately he was not able to attend. In the discussion it was agreed that each Summit participating campus would contact the most appropriate CalPass representative and make arrangements most suitable for their campus needs. The representatives from CSUDH (Pomerantz and Ramirez) cited their experience and this has worked well for them. CalPass contacts, in addition to Donald Averill include Brad Phillips 619-644-7737.

C. Vision Statement: It was agreed that the current Vision statement approved in 1998 is now out-dated and needs to be revised because the original Summit mandate was defined around the transfer and articulation efforts, which are now becoming part of a wider state-wide initiative. It was pointed out in discussion that there are no other venues that bring together the leaders of community colleges, UC campuses and CSU campuses in the LA basin. After some discussion, it was decided that a special meeting of the heads of the community college, CSU and UC summit members needs to be carried out to set the work agenda for the summit and thereby determine a revised mission and goals for the organization. It has been suggested that the Summit be cast in terms of a regional forum for presidents. We could take a topic with two or three presidents assigned to be presenters. The issues could be preparation of community college faculty, joint efforts to assist K-12 in preparation for college, sharing of facilities such as labs to assist community college science and engineering programs, etc. The Summit could meet two times a year with a new topic each time. Another objective would be to provide an opportunity for presidents in the region to share concerns. This would not preclude special task groups from meeting time to time.

New Business:
A. Progress report on on-going discussion for grant collaboration. Dr. Castro reported that the small group that was convened last year to work on a collaborative grant opportunity has met several times during the 2003-2004 academic year. It included representation from UC Riverside, several community colleges and several CSU campuses. We have come to the conclusion that trying to find a grant opportunity that would serve all the needs of the entire Presidential Summit membership was not possible. We have since concluded that the best way for us to operate and to ensure that we find grant opportunities that will serve our collective needs is to form sub-groups that can serve as focal points of collaboration for grant application. The group identified the following clusters because there was clear evidence of close collaboration between segments within the region, such as the Santa Ana collaborative, or evidence of collaboration on transfer of students or program articulation. This group suggests that such collaborative efforts be endorsed by the Presidential Summit as a group and that other such efforts be encouraged. So far we have identified the following clusters and suggest that others are possible and may in fact be in existence. It was agreed that we would follow this practice in the future:

Inland Empire Collaborative: UC Riverside, Riverside Community College (now composed of three community colleges), CSU San Bernardino and San Bernardino Community College District. This group is considering working on a grant that will focus on the development of a technically-skilled workforce for the area building on the strengths of vocational training programs existent in local community colleges.

Santa Ana Collaborative: UC Irvine, CSU Fullerton, Santa Ana and Fullerton Community Colleges.

Pomona Valley Collaborative: Cal Poly, Citrus Community College, Mt San Antonio Community College and Chaffey Community College.

Los Angeles-Pasadena Collaborative: CSU Los Angeles, Los Angeles City Community College, Pasadena Community College.

South Bay Collaborative: CSU Dominguez Hills, Compton Community College, El Camino Community College and Cerritos Community College.

B. Other Items: There were no additional items discussed

Next Meeting: Time and place to be determined based on a special meeting of the Summit member institutions heads. [Please note that President Gordon of CSU Fullerton has agreed to host the meeting at the Fullerton campus in late September early October. An e-mail will be sent out to all heads of the member institutions inviting them to the meeting and requesting a best time for the meeting and proposed agenda items for the discussion.]
