called the meeting to order at 11:36 a.m.

CHAIR’S REPORT
Chair Bedell
introduced Mona Mohammadi, Executive Vice President of ASI who was representing
Phil Vasquez in his absence. Ms. Mohammadi
introduced Ms. Courtney Patterson, Director of Statewide Affairs of ASI who is
representing Linda Heichman at today’s meeting Nina Mur, Board of Directors for
CNSM and is here to observe.
Chair Bedell reported
the election saga continues. The Senate office received another resignation on
the General Committee necessitating changing the electronic voting from
September 20-24 to October 4-7, 2004. He
informed the members the review process of all the UPS documents [green sheets]
has begun and are looking at university policy statements and college policies
statement for revisions, rescinding, etc.

[Gilbert/Emry] to rescind UPS 100.511 because the document no longer is current
with University procedures for proposing programs and allocating resources.
B. ASD 04-111 Proposed Revised UPS 100.002 Title
and Form of Address
It
was m/s/p [Hall/Gass] to approve
revisions to UPS 100.002 by deleting “Faculty Council” and adding Academic
Senate.

Coach Horton and CSUF Baseball Team
Subject: Recognition
Chair
Bedell, on behalf of the Senate, recognized the CSUF Baseball team and read the
following Resolution and presented a framed copy of the Resolution to Coach
Horton along with key chains and copy of resolution for the team players.
RESOLUTION
CSUF TITANS
2004 College World Series Champions
Whereas: The
College World Series is a national showcase for the student-athletes of its
participating colleges, bringing unparalleled excitement to the fans of
collegiate baseball and well-deserved recognition to the winning team and the
university it represents; and
Whereas: Cal
State Fullerton’s baseball team, the Titans, and their coach, George Horton
have, through their gritty persistence and commitment throughout the
challenging 2003-2004 college baseball season, won the NCAA baseball
championship for the fourth time; and
Whereas: In
defeating the heavily favored team from the University of Texas, headed by
ex-Titan coach Augie Garrido, the Titans displayed the remarkable depth of
talent and tenacity present in the Cal State Fullerton baseball program; and
Whereas: As
a result of individual performances in the course of the College World Series,
Jason Windsor was selected Most Outstanding Player of the College World Series;
Ricky Romero, Jason Windsor and Felipe Garcia were named to the All-Tournament
Team; Kurt Suzuki received the Johnny Bench Award recognizing the nation’s
outstanding collegiate catcher; and Coach George Horton was named National
Collegiate Baseball Coach of the Year by Collegiate Baseball and The
American Baseball Coaches Association; and
Whereas: The
Academic Senate of California State University Fullerton takes great pride in
the accomplishments of the coaches and players of the Titan baseball team and
in the model of teamwork and excellence they have provided for the California
State University, Fullerton community; therefore, be it
Resolved: By
the Academic Senate of California State University, Fullerton, that the members
of the CSUF Titan baseball team receive the highest recognition of the Academic
Senate for their single accomplishment of becoming the 2004 College World
Series Champions.

Gordon announced that the CSUF Titan’s will be honored Wednesday, September 15
by the Board of Trustees in

Jim Blackburn, Director, Admissions and Records
Subject: Enrollments
Jim Blackburn presented
an update on enrollments for fall semester, 2004 and discussed the 3-page
handout he distributed to the members regarding mini-census enrollment data
report. He briefly mentioned impaction and
how it relates to circumstances under which campuses are allowed to raise their
admission standards because the university has too many applicants. This fall was the first year in almost 20
years, in having an impacted category as being freshman

Headcount has a tiny
increase of .2% and FTES are up 675 or about 2.9%
§
AY target is 4.4% higher and will need a
§
Continuing students 22,562 are up 993 (.4%) from mini-census
Fall 2003
§
ETC enrollments include 2,994 heads and 1,236 FTES; 1,162
students are enrolled only at El Toro Campus.

Willie Hagan, Vice President for Administration
Subject: Information Security Committee
Chair Bedell
explained at the last Senate meeting, Senator Shapiro asked to remove the
Information Security Committee from the Consent Calendar and requested the Senate
be briefed on this new committee and how it relates to the Senate Information
Technology Committee.
Senator Hagan
explained university information security has become a huge issue, not just
here, but around the country. CSU policy requires that each campus develop
policies relating to information security in terms of policies, procedures,
protecting equipment and securing data itself.
Selected
information security legal requirements are:
§
Family Education Rights & Privacy Act is a federal law
protecting the privacy of student education records.
§
§
Title 5, California Code of Regulations includes principles
of personal information management.
§
California Civil Code/Senate Bill 25 limits the
§
§
Gramm-Leach-Bililey Act (GLBA) requires clear disclosure by
all financial institutions of their privacy policy regarding the sharing of
non-public personal information with both affiliates and third parties.
§
Health Information Portability & Accountability Act
(HIPPA) establishes national standards for electronic health care transactions
and national identifiers for providers, health plans and employers. Also addresses the security and privacy of
health data.
§
CSU Information Security Policy requires the University to
develop and maintain a written set of security policies and procedures that at
a minimum implement information security, confidentiality practices consistent
with these policies; and end user responsibilities for the physical security of
the equipment and the appropriate use of hardware, software, and network
facilities.
Due to the
extensive task involved, Senator Hagan formed an Information Security Advisory
Committee which Mike Parker co-chairs and Bill Barrett also serve on. Recommendation
to place three faculty on this committee was Senator Hagan’s attempt to make
sure to get input from the faculty, not to mention that this project requires a
lot of advice and guidance from people from around the campus.
It was m/s/p [Nanjundappa/Gilbert] to approve
nominees Samuel Yang, Elizabeth Housewright and Joe Weber to serve on the
Information Security Committee.
