The NCAA is a voluntary membership organization devoted to the sound administration of intercollegiate athletics. Athletics certification was introduced for Division I institutions in 1989 . The purpose of certification is to ensure the NCAA’s fundamental commitment to integrity in intercollegiate athletics by opening the affairs of athletics to the university community and the public; setting standards – operating principles – for the operation of Division I athletics programs; and establishing tough sanctions for institutions that fail to conduct a comprehensive self-study or to correct problems. The process is designed to be a positive catalyst for growth and improvement so ample time is allowed for the institutions to complete the process.

Cal State Fullerton’s goals for the athletics certification process are to complete a comprehensive review of the Intercollegiate Athletics program, including functions that are performed by individuals outside the Department of Athletics; increase campus-wide awareness and understanding of intercollegiate athletics, demonstrate conformity with the operating principles while highlighting the integrity and successes of the program, the student-athletes and the staff; and to enhance existing programs and policies using the results of the self-study as a guide.
