2007/08 Requisitions

Contracts and Procurement will begin to accept FY 07/08 purchase requisitions entered on-line in CMS starting June 4th and after training has occurred.  FY 07/08 purchase requisitions created in FRS will be returned to the department.  Contact Contracts and Procurement directly for any exceptions, i.e., special discounts offered for FY 07/08 orders if payment is made prior to July 1st (Sally Yassine at ext. 4503 or email DL-Procurement).

What does the requisition functionality in CMS Finance provide?

Will manual requisition forms be available?

There are three options departments can use to submit requisitions:

1. Enter requisition through CMS Requisition Data Entry and approve through CMS Requisition Approval.

2. For IT acquisitions $100,000 or higher:

a) Enter requisition through CMS Requisition Data Entry.

b) Print requisition.  Obtain CITO or CITO/CFO approval

c) Scan and attach requisition in CMS.

d) Approve through CMS Requisition Approval.

3.  Limited use by Division: Complete manual requisition (see matrix below).

The revised manual form, incorporating the new CMS chartfield string and requiring additional approval (signature of the Division Finance Manager), is in the process of being updated and will be available on June 4th for FY 07/08 requests.  This revised manual form is for limited use, subject to the requirements of each Division as noted below.

Manual requisitions sent to Contracts and Procurement will be entered directly in CMS as a purchase order and departments will not be able to track the status through the Requisition Inquiry page, only through reports. 

CMS Finance Requisition Functionality

The requisition functionality in CMS Finance will allow users to enter and/or approve requisitions in CMS, as well as view inquiry screens that will show the status of their requisitions. In CMS Finance, you will be required to use ChartField strings instead of FRS account numbers. If you have questions on how and when to use ChartFields, please contact your Division Finance Coordinator.
As a reminder, departments will need to review custom forms; FRS account numbers will need to be removed and replaced with CMS ChartFields.

CMS Finance: Budget Transfers, Commitment Entry, Recharges

On July 1, 2007, trained users may begin entering budget transfers, commitments, and recharges into the new CMS Finance system.
The budget transfer functionality will allow users to enter budget transfers in CMS, and electronically send them to approvers at two levels: 1) department level and 2) budget staff level. In addition, users may view inquiry screens that show the status of their budget transfers.
The commitment functionality will allow users to monitor their funds before they are pre-encumbered, encumbered and/or expensed. They may allocate funds for specific purposes or set aside funds for future events.
The recharge functionality will allow departments to enter recharge transactions into CMS. In addition, recharge centers may view the status of their recharges through inquiry screens.
