CAL STATE FULLERTON
FEE WAIVER

DEPENDENT FEE WAIVER

Dependent Fee Waiver Form (PDF)

Fee Waiver for Eligible Faculty Member's Spouse, Domestic
Partner or Dependent Child

Fee waiver benefit for eligible dependent

Eligible faculty may transfer their fee waiver benefit to a spouse, domestic partner, or dependent child if:

  • The spouse, domestic partner, or dependent child is matriculated toward a CSU degree or the attainment of a teaching credential AND the fee waiver course(s) must be for credit toward completion of that degree or teaching credential
  • This benefit does not apply to out-of-state tuition; and
  • The administration determines whether there is space
available in the courses being requested by the
spouse, domestic partner, or dependent child
Transfer to one person at a time Fee waiver eligibility may be transferred to only one person at a time, regardless of whether that individual uses the full entitlement of two courses or six units (whichever is greater).
Appointment for Registration As a continuing student, the Office of Admissions & Records (A&R) will e-mail your appointment time for registration to you using your student campus e-mail address (different from your work e-mail address if you work for the University).  You may also check the CSU Fullerton homepage for the range of registration dates for the current academic semester.
Register using TITAN Online All students must register using the TITAN Online registration system. After you receive your appointment information for registration, you may register for up to two fee waiver courses or six units, whichever is greater, during each regular academic semester. You must pay your fees within three days of registration. Failure to pay may result in disenrollment.    Dependents taking courses in addition to the fee waiver courses shall pay any difference in fees.
Registration without fee waiver

Although it is best to timely process your fee waiver before registering, you may register during your appointment time whether or not your fee waiver has been processed - so don’t wait to register for classes.  It is better to register for your classes and then subsequently seek reimbursement for fees covered by the fee waiver program, than to wait and not be able to get the classes you need.

Reimbursement can take weeks depending upon the method of payment and workload of Student Financial Services.
Accessing Schedule Once you have registered for classes, you can immediately access your schedule of classes online.
Transferring fee waiver from eligible parents If both parents are eligible faculty members, each employee may transfer the benefit.  Thus, it is possible for one child to receive both benefits and be eligible to enroll in up to four courses or 12 units, whichever is greater, on a fee waiver basis.  Alternatively, each parent may transfer his or her benefit to a different child, and each child would be entitled to up to two courses or six units - whichever is greater - of fee waiver eligibility.  Dependents taking courses in addition to the fee waiver courses shall pay any difference in fees.
Applicability of CSU guidelines to beneficiary The beneficiary of the fee waiver transfer is subject to all California State University guidelines applicable to all students.

Academic Standards

Normal academic standards must be maintained by the spouse/domestic partner/ dependent child in order to continue participating in the fee waiver program.

In-State Residency Spouses, domestic partners and dependent children who do not meet established in-state residency requirements (and who do not qualify for classification as residents in accord with the provisions of Title 5, Section 41910, California Code of Regulations) will be responsible for paying non-resident tuition charges based upon the total number of units in which they are enrolled.
Definition of Dependent Child
  • Your child or stepchild under the age of 23 who
    has never been married
  • A child living with you in a parent-child relationship who is economically dependent upon you, under age 23 and has never been married;
  • Your child or stepchild 23 or above who is
incapable of self-support due to a disability
which existed prior to turning age 23

Restrictions [Back to the top]

  • In order for a faculty unit employee and/or his/her spouse, domestic partner or dependent child to continue participation in the CSU fee waiver program, normal academic standards must be maintained.

  • Fee waiver only applies to CSU general fund courses.  Courses in self-support programs (e.g., Extended Education) may not be taken through fee waiver.

  • Fee waiver benefit does not apply to out-of-state tuition

  • The following table was excerpted from CSU Technical Letter HR/Benefits 2008-15 with respect to the taxable status of the CSU fee waiver benefit:

Frequently Asked Questions [Back to the top]

  1. Question:
    I am a Lecturer, am I eligible?

    Response:
Lecturers (Full or Part Time) must have a three year appointment contract in order to be eligible.

  2. Question:
Can my son or daughter use my fee waiver benefit at another CSU campus?

    Response:
Yes. The fee waiver may be used at any CSU campus. The faculty member will need to submit a completed dependent fee waiver form to the Fee Waiver Administrator in Faculty Affairs & Records. The Fee Waiver Administrator will then forward this information to the campus where the dependent will be enrolling for processing. Please submit this application at least two (2) months before classes begin at the campus your dependent wishes to attend.

  3. Question:
Will my fee waiver application still be processed even if I miss the submission deadline?

    Response:
It is important to meet the deadline because once the form is turned in, then further processing must occur which can take several weeks. Also, when a late request is submitted, it can impact the processing time for those applications submitted on time. However, in rare occasions, your application may be accepted late but unfortunately, we cannot guarantee that your paperwork will be processed in time for registration. Additionally, you may be required to pay fees and then seek reimbursement.

  4. Question:
I submitted my fee waiver late and had to pay the fees out of my pocket. How do I check on the status of my reimbursement?

    Response:
Paying the fees directly does not automatically trigger a reimbursement - you need to specifically request if from Student Financial Services, located in University Hall, Room 180 at extension 2495. Please allow at least two (2) weeks from the date that you pay your fees before requesting reimbursement. Once the request has been made, it can take several weeks to receive reimbursement. Reimbursement will take longer if fees were paid by check than if they were paid by credit card.

  5. Question:
If I am taking CSU fee waiver courses and non-fee waiver courses, what fees do I need to pay for?

    Response:
The Registration and Tuition Fees (in addition to the Application Fee and Identification Card Fee) is waived for the units of courses taken in the CSU fee waiver program. When you or your dependent is taking courses in addition to fee waiver courses, you will need to pay the difference between the part-time State University Fee and the full-time State University Fee. All of the other fees must be paid at the regular rate.

  6. Question:
What fees are waived for my son or daughter who is taking CSU fee waiver courses?

    Response:
The following fees are fully waived: Application Fee and Indentification Card Fee.

  7. Question:
Is the faculty fee waiver in effect for summer?

    Response:
If summer courses are state supported they will be covered under the fee waiver benefit.  Courses in self-support programs are not covered.

  8. Question:
Can a student registered at another CSU campus enroll in one class at CSU Fullerton using the fee waiver benefit (for example, the home campus does not offer the class that is offered at CSU Fullerton)?

    Response:
Yes. Students enrolled at other campuses of The California State University may enroll at CSU Fullerton while concurrently enrolled at their home campus or as visitors. Information about eligibility requirements, enrollment conditions (e.g., the student must be in good standing and have completed at least 12 units) and application forms are available from the Office of Admissions and Records at the home campus. The student should pick up a visitor enrollment form from his or her home campus and obtain the necessary signatures from the home campus Registrar's Office. The student should then submit the completed visitor enrollment form to the CSU Fullerton Application Center in the Office of Admission & Records (Langsdorf Hall, Room 108), either by mail or in person. The form may be used for only one semester at a time. The student should then submit the fee waiver paperwork to Faculty Affairs & Records (FAR). Once FAR notifies CSU Fullerton's Office of Admissions & Records (A&R) of the fee waiver application, A&R will code the system so that the student can attend CSU Fullerton as a faculty dependent.

After taking the class at CSU Fullerton via a visitor enrollment, the student returns to his or her home school as a continuing student. The transcript showing the work completed at CSU Fullerton will automatically be sent to the student's home campus.

  9. Question:
Do I need to apply for a fee waiver for every semester I am taking classes?

    Response:
Yes. Either your status or your dependent's status may change, so each semester, fee waiver applications must be submitted.

  10. Question:
What is the difference between job-related courses and career development courses?

    Response:
Job-related courses relate to your current faculty assignment or the retraining of a faculty unit employee that will benefit the campus. Follow the process above in the section entitled "If you are taking Job-Related Courses."

Career development courses relate to future career opportunities and assignments within the CSU. Career development courses require that a program of study be established by the faculty member and an appropriate advisor of choice. This program requires a written approval of the appropriate administrator. Normally, CSU admission requirements must be met. See Articles 26.1-26.14 of the Unit 3 Collective Bargaining Agreement at: http://www.calstate.edu/LaborRel/Contracts_HTML/CFA_CONTRACT/2012-2014/article26.pdf for more information.
  11. Question:
How will the fee waiver benefit impact my taxes?

    Response:

Fee waivers for dependents in a graduate or EDD program are subject to taxation by the Federal Government.  THE TAXES WILL BE WITHHELD FROM YOUR PAY WARRANT based on the semester you are utilizing the benefits.  Please see the following for more information: http://www.calstate.edu/HRAdm/pdf2008/TL-BEN2008-15.pdf
