Campus Repatriation Policy

In late 2023, development of a CSU Systemwide NAGPRA/CalNAGPRA Policy began and a working draft policy is currently undergoing Tribal consultation. CSUF’s procedures and protocols regarding repatriation will be consistent with the finalized systemwide policy and current state and federal laws and regulations.

Consultation

CSUF has contacted Native American Tribes with ancestral lands related to CSUF’s collections, based on Most Likely Descendent (MLD) lists provided by the Native American Heritage Commission (NAHC). Any open requests for additional information, such as site records, from Tribal groups are currently being addressed. Tribes with potential cultural affiliation to collections housed at CSUF are continuing to be contacted to ensure they have had the opportunity to consult on items of interest. CSUF is currently consulting with approximately 50 Native American Tribes including some on a monthly recurring basis.

Inventories and Summaries

CSUF is in the process of reviewing all collections held across campus and consulting with potentially affiliated Tribes to outline inventories and summaries. This page will be updated periodically to provide the current status of that effort. Completed inventories and summaries will be submitted to the NAHC and the National NAGPRA Program upon completion.

This preliminary list is comprised of sites or donations associated with archaeological collections in the care of CSUF. This list is preliminary and may be updated as repatriation work progresses. CA State Auditor's Office Audit of CSU NAGPRA Compliance

The California State Auditor’s Office conducted an audit on the California State University (CSU) system's compliance with both the Native American Graves Protection and Repatriation Act (NAGPRA) and California Native American Graves Protection and Repatriation Act (CalNAGPRA). The CSU intends to implement each recommendation reflected in the audit report. Chancellor's Office Statement

CSUF appreciates the work of the audit team and the thoughtful recommendations included in their report. The information in the audit report will help to advance CSUF’s ultimate goal of complete repatriation of ancestral remains.

CSUF already performs several of the best practices identified by the audit report, including:

  • Convening a campus Advisory Committee to provide oversight and accountability to the campus repatriation efforts. CSUF’s CalNAGPRA Advisory Committee was launched in June 2022 and includes independent Tribal representatives and diverse members of the campus community.
  • Hiring a full-time, dedicated Repatriation Coordinator. CSUF hired a full-time repatriation coordinator in September 2022. The coordinator has no additional assigned duties outside of repatriation activities. Additional support staff is expected to be added to expedite repatriation efforts.
  • Funding NAGPRA and CalNAGPRA compliance responsibilities. CSUF’s Office of the Provost, through the Division of Academic Affairs operations budget, put forth over $500,000 towards repatriation efforts in FY 22-23. These funds were used to maintain the collections, upgrade storage materials, compile a master box-level collections accounting, and begin Tribal consultation.
  • Supporting Tribal engagement in the repatriation process by providing compensation or other resources. CSUF recognizes the costs associated with consultation and reburial and intends to provide financial resources such as travel, when possible.
  • Completing a full review of the campus collections and identifying ancestral remains. CSUF surveyed the campus community to identify all departments that may be holding human remains or cultural items that may or may not be subject to NAGPRA or CalNAGPRA. The University has also compiled a master box-level accounting of all campus collections and identified the Native American ancestral remains housed on campus.
