The CMS (Common Management System) Project
The CMS Project, known as the Common Management System, is a
CSU system-wide project which mandates that all 23 campuses implement
CMS HR, Finance and Campus Solutions (formerly known as Student
Administration) by 2008. The mission of the CSU's CMS project
is to provide efficient, effective and high quality service to
students, faculty and staff. CMS is an Oracle/PeopleSoft
software application, fully web-based, running on common hardware
shared by all CSU’s.
In March of this year, the HR system was successfully upgraded to version 8.9. On July 1st, the Finance system was implemented. CSUF is in the process of implementing the Finance system and the Campus Solutions system (Summer 2008 registration, version 8.9) as shown on the Overview Timeline.
Chris Manriquez, CMS Project Director, stated that “Here
at CSUF, CMS is a campus-wide project. We want to ensure
that CMS is implemented in the most cost effective manner and
that the best business practices are developed.”
CMS Finance 8.4 Go-live
CSUF implemented CMS Finance 8.4 on July 1st, 2007. The CMS Finance system replaces the FRS system with a pure internet application (unlike the FRS Web with a web look on the front end).
CMS Finance is comprised of the following modules:
General Ledger / Budget |
- Track actual revenue and expenditures.
- Integration for Purchasing, Payables, Receivables, and LCD.

Purchasing |
- Create requisitions and purchase orders
|
Accounts Payable |
- Pay vouchers and process claims submissions.
- Integration with Student Financials from Campus Solutions (CS).
|
Asset Management |
- Leverages fixed asset inventory and minimizes the cost of tracking physical assets.
|
Accounts Receivable |
- Efficiently process transactions and maintain control over accounts receivable.
|
Billing |
- Calculate and submit invoices and manage bill cycle process.

The following are some of the known benefits of CMS Finance version 8.4.
- The system can be accessed remotely.
- We are integrating CMS’s Asset Management System with the accounting module as one means to better manage resources.
- Transaction processing time will be reduced.
- Managers will be able to post transactions real-time. In fact, most data will be available real time, compared to the 95% batch data situation we now have.
- There will be improved status tracking in all areas of CMS Finance. We will have more reporting options, better ways to communicate with the campus, and a means to provide managers with more accurate data to better run their divisions.
- There will be enhanced reporting capabilities. We will be able to create standardized reports to allow us to track and analyze budgets and expenditures.
- The new ChartField structure will allow for more flexible financial reporting which would include both summary and detail reporting.
- Business processes will be streamlined.
Campus Community
During all phases of the CMS Project, the campus community is
involved --- from the CMS Steering Committee, CMS Management Teams,
CMS Divisional Coordinators and Divisional Support Groups, CMS
Reports Committee, CMS Forms Committee, CMS Module Teams (comprised
of business analysts, divisional technical and functional staff),
to the CMS User Work Teams (comprised of end-users from all Divisions
and faculty / student representatives) to the Help Desk.

CMS Project Goals
The CMS Project at CSU Fullerton seeks to accomplish the following goals as part of its ongoing implementation and upgrades of the PeopleSoft applications:

Resolve long standing or currently identified issues with business functions through process or technical developments;

Map business processes to facilitate central and distributed change in business operations;

Provide all campus users tools and applications capable of limiting the number of systems on campus used to perform business functions or those that house protected data; and

Provide all campus users (central and distributed) an opportunity to voice their concerns and suggestions for process improvement.
