Campus Security Authorities

The Clery Act is focused on incresing campus safety and recognizes that each university has a responsibility to prevent and responds to crimes that may occur on or near their campus.

The Clery Act is aware that not all crimes are reported to the University Police, and therefore, the legislation has created Campus Security Authorities (CSAs) to provide an alternative reporting source. Individuals that are designated as CSAs are required to promptly report allegations of Clery qualifying crimes that occur within a campus' Clery Geography for inclusion in the Annual Security Report. 

Who is Considered a CSA?

The Federal Department of Education defines a CSA as:

  • A campus police department or a campus security department of an institution
  • Any individual who has responsibility for campus security but who does not constitute a campus police department or a campus security department (e.g., an individual who is responsible for monitoring the entrance to the institution or providing safety escorts)
  • Any individual or organization specified in an institution's statement of campus security policy as an individual or organization to which students and employees should report criminal offenses
  • Any official of the University who has a significant responsibility for student and campus activities, including but not limited to student housing, student discipline, and campus judicial proceedings o An official is any person who has the authority and the duty to take action or respond on particular issues on behalf of the institution. Examples (outside of a police or security department) include, but are not limited to:
  • Dean of Students
  • Director of Athletics and Athletic Coaches
  • Faculty and Staff
  • Advisors to Student Organizations
  • Housing Director and Resident Advisors
  • Coordinator of Fraternity & Sorority Life
  • Title IX Coordinator
  • Director of Student Health & Counseling Center

CSA Responsibilities

CSAs are not responsible for determining whether a crime took place, but CSAs are responsible for promptly reporting information to the University when they receive an allegation of a Clery crime. 

CSAs are required to promptly report allegations of Clery Act crimes to the Clery Compliance Director. This can be accomplished by submitting the  CSA Online Reporting Form. 

Information that must be included in the report:

  • Location of incident
  • Date and time of incident
  • Description & nature of incident
