Satisfactory Academic Progress (SAP) Policy

To be eligible for financial aid, a student must make satisfactory academic progress. The Department of Education considers a satisfactory academic progress policy to be reasonable if it meets both the qualitative and quantitative criteria. Please review below for the eligibility requirements and FAQs for SAP. All students enrolled in any number of units who have a FAFSA, CADAA application, or have any awards posted are run through SAP annually, typically in June of each year. Students who are not meeting SAP are notified via email.

Important Note

  • All students must meet all three requirements to continue to receive financial aid
  • Student who do not meet SAP requirements are terminated from receiving financial aid for the following academic year. At the end of the following academic year, if the student earns at least 66.67 percent of attempted units and meets the GPA standard, the student will have re-qualified and is once again eligible for financial aid.
  • SAP is evaluated  at the end of each academic year, after spring semester grades are posted. All students are evaluated on the three eligibility requirements. Students who fail to meet SAP will be notified via email in June.
  • Students with a SAP appeal approved in the Fall semester will have their SAP status evaluated during Spring semester, based on the term of your probationary period, as stated on your appeal.

GPA: Qualitative 

Students must maintain a cumulative grade point average (GPA) as indicated below:

A student enrolled in an educational program for at least two academic years or more -- at the end of the second academic year the student must have a GPA of at least a "C"; which is equivalent to a 2.0.  See Registrar for grade values .  Note: WU grades are treated the same as F grades.

All students are required to complete at least 66.67% of their cumulative units (earned units divided by attempted units = pace percentage).

* Important Note : Incomplete, WU, NC, RP, RD, W and F grades count toward attempted, but not completed units. Repeated coursework and transfer units count toward both attempted and completed units.

Federal regulations require that all student complete their academic program(s) within 150% of the stand time-frame of their program.

  1. The standard unit cap for graduate and post-baccalaureate students is based on the number of units required for your academic program. 
  2. All units are counted, even if the student did not receive financial aid; even if the units do not count for credit toward graduation. This includes all graded courses, transfer units, repeated coursework and W, WU, I, NC and RP grades.
  3. Once the student reached the unit cap for their program, he/she is ineligible to receive financial aid.

Important Note: A student may receive financial aid up to the maximum time-frame, however, financial aid programs life-time limit policy is accounted for in the student's eligibility. If the student exhausted any financial aid programs prior to reaching the maximum time-frame allow to receive financial aid, the student will not be awarded aid to that particular program.

  •  Learn about Unit Cap Policy totals for program requiring more than the standard number of units.
  • Courses numbered 500 or higher are considered "graduate courses" and are weighted at 1.5 times their units value. The unit cap is 150% of the minimum required units after weighting of the required graduate units in the program. Independent study courses are not weighted at 1.5 times their unit value.
  • The calculation of attempted units includes all course-work completed at CSUF as well as all other transferable course-work completed at other institution.

Appealing for Reinstatement of Financial Aid

All students not meeting SAP requirements receive an email to their CSUF email. The email provides the reason why the student is terminated from financial aid and link(s) to download the SAP Appeal form if the student wishes to appeal. Students can appeal for extenuating circumstances that prevented them from meeting the SAP requirement. Examples of extenuating circumstances are illness, hospitalization, death in the family, or other circumstances that interfered with the student meeting SAP. Students must also include a statement indicating what has changed and how they will be able to meet SAP requirements by the next evaluation period.

What if a student did not meet SAP due to qualitative and quantitative reasons? Students who do not meet both qualitative and quantitative are required to complete both appeals, as the links to both forms will be on the student's email.

What happens after an appeal is reviewed? Students will be notified via email whether the appeal has been approved or denied. SAP for students with approved appeals will be monitored at the end of the semester (end of fall for fall approved appeals or end of spring for spring approved appeals). Students whose appeals have been denied will be monitored at year end SAP (the end of spring) and will be reinstated if they meet the SAP standards.

Appeal Process

Follow the steps below to provide a successful SAP appeal to the Office of Financial Aid. 

  1. Be aware of key deadlines, including cancellation, disenrollment, tuition/fee refund dates, and SAP Appeal deadline etc.
  2. Type Your Appeal statement: Your letter of explanation should include the exceptional circumstances that prevented you from meeting financial aid SAP requirements and steps you have taken to ensure your academic success. If you did not meet the requirements of your prior SAP appeal and would like to be reconsidered for financial aid, your new letter of explanation must include a detailed statement explaining why the steps you outlined in the prior appeal did not work. 
  3. Give Examples: In your letter, include changes you will make and/or resources you will use to ensure your future academic success (e.g. EOP advising, counseling, tutoring, reduce work hours, etc.). Include  an explanation of what has changed in your circumstances that will enable you to meet SAP. 
  4. Gather Documentation's (Provide Copies): Include documentation to support your letter of explanation (e.g. medical documentation, pay check stubs, transcripts, etc.).
  5. Meeting with an Adviser (Academic or Financial Aid) Recommended: Meet with an adviser if you have concerns and need additional help and guidance.
    • Additional documentation maybe requested by the committee members before a decision is rendered.Submitting Appeal on time:  Submit  your completed appeal form with your personal typed letter and documentation to the Office of Financial Aid.   6. Prepare a Backup Plan:  If your appeal is not approved, you may need to seek alternative enrollment options or sources of funding.
  7. Expect approximately to wait 4 to 6 weeks for your appeal to be reviewed. You will be notified of the committee’s decision via email.

Submitting the SAP Appeal 

StudentForms allows you to submit documents electronically to CSUF, Office of Financial Aid.

Please review the following steps before continuing to StudentForms

1. You will need to register with your student information before requesting a SAP Appeal. Once you are logged on, you may request the appeal by selecting the "Manage Requests" button.

2.  When requesting a SAP Appeal, please specify the term, and SAP standard(s), you are appealing. Review SAP standard(s) in your letter regarding your Academic Progress.

3.  Once you have submitted the request, you will see the documents needed before completing the appeal submission process. Please be prepared to complete the following:

     a. SAP Appeal web form that includes a statement*

     b. Third Party Documentation supporting the circumstance noted in the statement*

After the CSUF, Office of Financial Aid reviews the appeal, additional documentation may be requested. This additional request will also be labeled as "Third Party Documentation."

4.  Once all appeal documents are uploaded, click the "Submit" button, then the "Finish" button. General processing time is between 2 to 4 weeks, but may take up to 6 weeks.

Reviewing your Appeal

  • Make sure you understand what successful completion means and the numbers of units you must complete each semester to maintain you financial eligibility. 
  • If you are approved and considering a change in your course load, discuss your academic plan options with both your academic adviser(s) and a financial aid counselor prior to making any adjustments to your schedule.
  • Read your approved SAP Appeal to make sure you are following any approval requirements to maintain financial aid for the academic year you submitted your appeal.
  • By signing and submitting the SAP appeal form you acknowledge your understanding of the basic requirement on that form, including any additional requirement from your approved SAP appeal. 

Recommended Deadline for Submission for on time processing

Appeals received after the term ends cannot be considered for financial aid award or reinstatement.

  • Fall Semester - November 15
  • Spring Semester - April 10
  • Summer Term - July 5

I am a Chafee eligible student and I am not meeting SAP, what are my options?

SB 150 is a new regulation that went into effect on January 1, 2020, that affects chafee recipients. If you are not meeting Satisfactory Academic Progress (SAP) after two consecutive terms,  and are not able to submit a SAP appeal, you are able to submit a Chafee Student Success Plan for Chafee consideration. You must meet with an academic advisor to complete the Chafee Student Success Plan. The Chafee Coordinator will review your form and process your Chafee Grant accordingly. Please keep in mind this only gives you eligibility for another Chafee payment and it will not grant you eligibility to other federal and state aid.

If you are not meeting SAP for a fourth consecutive semester, you will be disqualified for Chafee. We encourage you to submit a SAP appeal, if eligible to submit one.
