Support for CSUF Students
If a federal immigration officer asks you to identify a student or employee, requests employee or student records or information, or requests access to campus areas:
- Follow the instructions on the Immigration Protocols Card.
- Stay Calm: Remember to remain calm if what you see or hear causes concern. Safety is our top priority.

Report: If the federal agent does not respond and proceeds assertively with their actions, or enters non-public spaces without permission, do not interfere or obstruct them.
- Immediately contact the CSUF Police Department at 657-278-2515.

Inform: If the agent presents a warrant or subpoena, inform the agent that you are not obstructing their process and do not have the authority to respond to the request.
- Call Risk Management (HRIE) at 657-278-7475
(Anne Grogan, John Beisner, or Michael Coughlin are the only campus officials designated to review federal warrants and subpoenas). - If the contact occurs outside of business hours, call Risk Management at 657-278-7475 or the CSUF Police Department at 657-278-2515.
- If possible, provide Risk Management or the CSUF Police Department with the agency affiliation, number of agents, and other identifying information.
- Call Risk Management (HRIE) at 657-278-7475
If you see a federal agent or vehicle on campus:

Report: Report what you see to either:
- CSUF Police Department at 657-278-2515
- Risk Management (HRIE) at 657-278-7475

Inform: Provide as much information as possible when reporting. Doing so will help verification efforts.
Do not interfere or obstruct if you choose to take photographs or video.
International Students

Immigration Support
Students seeking assistance or support regarding immigration status, funding needs, financial aid, immigration status, and how potential changes to immigration laws and policies may impact them, contact the Titan Dreamers Resource Center at tdrc@fullerton.edu.
Legal Services
CARECEN offers free immigration legal services to current students, their immediate family members (including parents and siblings), and alumni who graduated within the past two years.
Additional legal services are provided on the Titan Dreamers Resource Center and on the CSU immigration resources pages.
Financial Aid Applications
Understanding that students and their families may have concerns about privacy when completing financial aid applications, the California Student Aid Commission has provided the attached memo and published a website with information for 2025-26 financial aid for mixed status families.
Mental Health
Mental and emotional health counseling and support are available through Counseling and Psychological Services (CAPS).
Individual short-term counseling and consultation sessions are offered by CAPS. If you are experiencing a mental health crisis, call CAPS at 657-278-3040 (available 24/7) and ask to speak with the on-call therapist.

- Immigration Relief Fund: Supports qualifying students with funding for immigration related fees such as immigration renewals, SIJS application, etc.
