Recruiting
Recruiting is an integral part of the intercollegiate program.
It is essential that all parties involved in the recruiting process
have a full understanding of the NCAA, Conference and institutional
rules that apply to recruiting.
A. General Principles: This section of the manual is designed
to assist coaches, athletics administrators, and other staff members
involved in the recruitment of prospective student-athletes in understanding
and applying NCAA recruiting regulations. Although this supplements
and provides controls in relationship to recruiting, it does not
cover all aspects of the recruiting process, nor does it absolve
coaches from their responsibility to abide by rules that apply to
their specific sports. The records are monitored by the Director
of Compliance and filed in the Director of Athletics office
as required by the NCAA or Big West Conference.
B. Interpretations: Interpretations are provided for coaches
and staff on request, using such sources as the NCAA Manual, NCAA
Guide to Financial Aid, NCAA Guide to Eligibility, NCAA Guide to
Rules Compliance, NCAA Guide for the College-Bound Student-Athlete,
NCAA Coaches Recruiting Guides, NCAA Guide for the Two-Year College
Student-Athlete, NCAA Interpretations Committee Compilations, NCAA
News Legislative Assistance columns, NCAA Council minutes, Big West
Rules Interpreter, and NCAA national staff legislative services.
C. Coaching Exam: All coaches who recruit off-campus are
required by the NCAA to pass the annual coaches exam prior to August
1. This exam is administered by the Faculty Athletic Representative
for Cal State Fullerton. The exam includes the areas of recruiting,
eligibility, financial aid, and playing and practice seasons. Coaches
who do not recruit off-campus are not required, but are strongly
encouraged to take these exams. This helps ensure their knowledge
of on-campus recruiting activities.
Chapter Related NCAA-Required
Forms: A summary of forms related to recruiting. The forms included
in this chapter are used by the department of athletics to monitor
and control recruiting activities of coaches. Other controls include
updated-rules interpretations sent to coaches, and educational activities
provided on an on-going basis. All are geared to assist coaches
and staff in compliance with rules and regulations pertaining to
recruiting.
Checklist for Coaches: This is a general checklist for each
coach to assist in the recruiting process.
Initial Eligibility
Certification Report-Form 48-C: Each entering freshman listed
with the Clearinghouse has a form 48-C completed and sent to institutions
whose IRL reflects his/her name whenever a certification decision
is made on that individual.
NCAA Clearinghouse Eligibility Codes: A list of codes is
sent periodically to institutions for their use in interpreting
the symbols used on the 48-C and certification reports.
Weekly
Summary of Contacts, Evaluations, and Telephone Calls: Each
coach who is involved in recruiting is required to report all contacts,
evaluations, and telephone calls to the Assistant Athletic Director
of Compliance. These are checked for compliance with NCAA regulations
and filed in the Director of Athletics office. These logs
are kept on file for five years.
Graduation-Rate
Report: This provides graduation-rate information about
CSUF students and student-athletes in the four most recent graduating
classes. This information is given to each recruit at the earliest
opportunity during the recruiting process subsequent to the institutions
first arranged in-person encounter with the prospect or the prospects
parents.
Official
Visit Authorization: Each coach must request clearance from
the Assistant Athletic Director of Compliance in order to arrange
an official visit for a recruit. The filled-out form is then provided
to the Athletics Financial Officer and the Administrative Services
Coordinator in order for arrangements to be made. Also, the Ticket
Manager is provided official visit information in order to arrange
for parking or other such services.
Statement
of Travel Expenses/Student
Host Expense Report: These reports are turned in to the
business office at the completion of the visit. Itineraries are
provided to the Assistant Athletic Director of Compliance.
Summary
of Official Visit: At the conclusion of an official campus
visit, a complete record of activities is provided on this form
and signed by the student host, the recruiting coach, and the head
coach. These forms are reviewed and stored by the Assistant Athletic
Director of Compliance. These records are kept for five years.
Unofficial
Campus Visit Form: A record must be provided to the Assistant
Athletic Director of Compliance of each unofficial visit made by
prospects. This form must be completed by the prospect and the head
coach. These forms are reviewed and kept on file for 5 years.
Individual Recruitment Record: Each sport must report the
recruiting activity for each individual to the Assistant Athletic
Director of Compliance at the conclusion of the recruiting cycle.
These records are kept on file for five years.
Official Visit Roster: A complete record of all prospects
that visit CSUF on official visits for basketball is recorded on
this roster. The roster must be signed by the prospect, head coach,
and recruiting coordinator and provided to the Assistant Athletic
Director of Compliance.
National Letter of Intent (NLI):
Cal State Fullerton subscribes to the National Letter of Intent
program, therefore, abides by all guidelines and interpretations
set forth by this program. The basic rule of the (NLI) is that in
exchange for athletics financial-aid for one full academic year,
a prospective student-athlete, who signs an NLI makes a commitment
to attend that signing institution for one full academic year. Each
student-athlete who will be awarded a grant-in-aid from CSUF must
sign a NLI during signing dates set by the NCAA. The NLI must also
be signed by his/her parent or legal guardian. Requirements, provisions,
and penalties for breaking a NLI are included on the document. This
document must be signed within 14 days of issuance to be valid.
Once signed, it is sent to the Big West Conference office to be
recorded and stored. If a NLI is rendered null and void due to various
reasons, the student athlete must be notified in writing (NLI
Void Letter).
National
Letter of Intent Instruction Letter: This letter is sent
to each prospect along with the NLI explaining the proper process
of signing and returning the NLI.
